This year at #fosdem there is a new email that you can use to report any problems related to cleanliness or full bins or whatever:

We'll do our best to make sure it's handled asap.
Also toilets in general should be cleaner as we have a better system in place! 
(Oh and the bins-overflowing problem in the street with the food trucks should also be fixed)
